Mumbai: MSRDC begins hearings on 71 villages’ suggestions

Mumbai: After a delay of almost two years over implementation of the proposed Development Plan (DP) 2016-41 for 71 villages along the Mumbai-Pune Expressway, progress, it seems, has been made.

The Maharashtra State Road Development Corporation (MSRDC), appointed as the special planning authority, has started conducting hearings on suggestions and objections received from villagers over the proposed plan at Belapur office, said Vijay Waghmare, joint managing director, MSRDC.

The authority had received about 2,000 replies till January 31, the extended deadline, on the proposed plan. According to the MSRDC, the DP covers 186.72 square kilometres of villages in the Panvel and Khalapur talu­k­as.

The corporation officials clarified that there is a need for the DP if the landowners in these villages plan to construct a structure for any residential or commercial purposes beyond the permissible limits of floor space index (FSI), they can do so. The authority will let them carry out the work on a premium for any extra FSI granted.

The DP has 138 reservations demarcated on the land, including the central business district with financial and technological centres. A housing project will provide affordable houses. Also, logistics park, women empowerment centre and recreational open space are some of the other proposed reservations in the DP.

As a pattern adopted by the government agency, after listening to all the suggestions and objections, the suitable concerns raised by villagers will be considered and incorporated in the DP. And, the new DP will be sent to the state for approval, said the MSRDC official.

The authority estimates a spending of Rs12,000 crore on DP implementation and expects a revenue of Rs14,000 crore by granting approvals to various plans, in the form of floor space index (FSI). The authority believes the upcoming transport projects — Navi Mumbai International Airport and multi-modal corridor — will attract a lot of investors to undertake various projects here.
