Mumbai : The State Cabinet on Tuesday decided to set up and register State Innovation Council as a separate government institution.

Noted scientist Dr Raghunath Mashelkar will be the co-chairman of the council.

“This council will help Startup India movement and will work as a platform for coordination to prepare a road map and encourage innovations,” Chief Minister Devendra Fadnavis said.

The Council is expected to create a cross-cutting system to boost innovation performance in the state.

The Cabinet also decided to set up a State Management Unit to speed up implementation of rural housing scheme.

The cabinet also decided to form ‘State Management Unit-Rural Housing’ which will coordinate various government housing schemes and to proper implement it in rural areas.

Apart from Indira Aawas Yojana funded by the Central Government, there are various rural housing schemes such as Ramai Awas Yojna of the state social justice department, Shabri Aawas Yojana of Tribal Development Department Rajiv Gandhi Niwara Yojna of Housing department are in place. The ‘State Management Unit-Rural Housing’ will coordinate for effective implementation of all schemes in 34 districts.

In yet another decision aimed at creating an industry friendly environment, the state cabinet decided to simplify the procedures for several compliances needed by industries and make them available in a ‘single window’ mode. An online wallet too would be made available to ease out the submission of processing fees under this scheme.

The state cabinet also decided to club several existing encouragement schemes for new and small entrepreneurs into a new special community encouragement scheme named after Dr. B R Ambedkar. The scheme will encourage the SC/ST entrepreneurs and especially boost the start ups. 20 percent plots in the MIDC would be reserved for such entrepreneurs under the scheme and would be distributed at concessional rates. Seed capital too would be made available at concessional rates for medium and small industries and the geographical basis, under the scheme.
