Mubarik Mansuri, the ward number two independent corporator, and three of his supporters were booked on Monday for allegedly slapping a municipal official as the latter was imposing fine on a caterer for giving goods to customers in banned plastic bags.
Initially, police registered a case against three persons on the complaint of another municipal official, who was also beaten by corporator’s supporters, but later added name of Mansuri also to the FRI after a video showing him slapping assistant chief sanitary inspector Umesh Prajapat surfaced.
The incident and post-incident events triggered a major tussle between Congress and BJP as the former tried to build up pressure on police not to book Mansuri even as the latter demanded case against him. Till late night, the police remained under duress.
A team of Indore Municipal Corporation officials had gone to Ekra Caterers in Chandan Nagar after receiving information that the eatery was selling items in banned plastic bags. Six kilograms of banned polythene bags were found at Ekra Caterers after which the team took out challan diary for imposing a fine but Mansuri reached there asking not to fine the caterer.
When assistant CSI Umesh Prajapat told Mansuri that they are acting on the directives of municipal commissioner and it is better if he talks to commissioner, the corporator pushed him and then slapped on his face. His supporters also started bashing him and other team members. Later, IMC officials reached Chandan Nagar police station. On learning about the incident, leader of opposition in IMC, Fozia Sheikh Alim also reached station and tried to strike a compromise between the victims and the accused.
Mayor Malini Gaud talked to DIG Ruchi Vardhan Mishra and stated that FIR should be lodged against the accused corporator and his supporters. She also reportedly provided a video of the incident posted on social media, wherein Mansuri was seen pushing and slapping Prajapat as evidence.
Late night name of Mansuri added to FIR
Chandan Nagar police had initially booked three supporters of Mansuri on the complaint of Yogendra Dixit, another assistant CSI who was also part of IMC team. Police registered case against Chhotu Sharma, Sayeed Mamu and one Mohammad under Section 323 (assault), 353 (disruption in government works) of the IPC.
No mention of Mansuri name was there in the FIR. But when video of Mansuri pushing and slapping Prajapat reached police station, his name was also added to the FIR. “We have seen video and then added name of Mansuri to FIR,” Chandan Nagar police station incharge Rahul Sharma said.
About three years back, identical incident had taken place when IMC employees had gone to seal a service road near Radisson Blu Hotel. At that time, BJP corporator Saroj Chouhan’s supporters had slapped additional municipal commissioner Rohan Saxena. Chouhan, her husband and their supporter were booked in the case.
