Indore: Two days after it was tabled, Indore Municipal Corporation (IMC) on Wednesday made public its budget of Rs 5,162 crore for fiscal 2021-22 which focuses mainly on Covid-19, Swachhata, and Indore Roadmap 2026.

“It’s a Rs 82 crore deficit budget. The total estimated income stands at Rs 5,060 crore,” municipal commissioner Pratibha Pal said.

She said that the main highlight of the budget is that the IMC did not introduce any new tax nor did it increase the existing ones. Besides, it extended the last date for submission of advance property tax with 6.25 per cent concession from June 30 to September 30.

“The budget mainly focuses on Swachhata, Covid-19 and infrastructure,” she said.

Divisional commissioner and IMC administrator Pawan Kumar Sharma interrupted and added: “The budget also lays focus on Indore Roadmap 2026 which was prepared in January. While making the budget for fiscal 2021-2022, we kept the roadmap also in mind. We will have to make year-wise progress to achieve the targets set in the roadmap.”

Pal said Rs 104 crore has been approved under Swachh Bharat Mission for maintenance of cleanliness in city and purchase of new equipment and machines.

She stated that an amount of Rs 50 crore has been approved for fighting against Covid-19.

Two days ago, Pal had presented the budget before Sharma but for the first time approval to the budget was not granted the same day.

Sharma said that the budget was finalised the same day but it took two day to summarise it for media.

500 metric tonne C&D waste plant to be setup

While an amount of Rs 104 crore has been approved for equipment and other resources for cleanliness, a 500 metric tonne capacity Construction and Demolition (C&D) Waste Plant will be set up this financial year. This plant will be constructed in PPP mode and Rs 5 crore token provision has been kept in the budget.

Another new Material Recovery Facility will also be setup. IMC will also convert five more wards into zero waste wards.

Rs 50 cr for fighting Covid-19

An amount of Rs 50 crore has been sanctioned to fight against Covid-19.

Due to corona, bio-medical waste (masks, PPE kits etc) is being generated in large quantity from houses. For their disposal Rs 5 crore has been approved. Besides, funds have been approved for fogging and santisation of different localities and for purchase of masks which will be given to residents at cheaper rates.

Two new STPs, 100 km sewer line

Provision of Rs 460 crore has been made for the construction and maintenance of sewerage treatment plant and sewer line. Two sewerage treatment plants (one near Laxmi Memorial Hospital and other Shakarkhedi) will be set up.

The work of laying a new sewer line, especially in 29 villages brought under city limits, will be done which will cover about 100 km of area. A sum of Rs 50 crore has been provisioned for new machines.

9 new overhead water tanks, chlorination plant in Rau

A provision of Rs 550 crore has been made for drinking water. Nine new overhead water tanks will be constructed. The tanks will come up at Gondwale Dham, Navlakha, Palda, SnehlataGanj, Bhaurasala, Kumedi, Bhangarh, PU-4 Bhusamandi and Sukhlia. An amount of Rs 20 crore has been made for water recharge.

A provision of Rs 48 crore has been made for the maintenance and development of various ponds. A provision of Rs 55 crore has been made for the cleaning, maintenance and development of the river under environmental protection. Provision of Rs 5 crores has been made for the establishment of a new chlorination plant near the city limits.

“The chlorine mixed water travels from Jalud to Indore, and lot of chorine gets wasted during the travel of the water. So, we have decided to setup one chlorination plant near Rau,” Sharma said.

Rs 308 cr for roads

A provision of Rs 308 crore has been made for maintenance and construction of roads. The construction of 4 important roads including MR 3, MR 5, MR 9 and RE 02 is proposed under the master plan scheme.

Roads, footpaths, feeder roads and link roads will be constructed. Provision of Rs 50 crores for laying 50 kms of drainage line has been made.

A provision of Rs 47 crore has been made for the maintenance and construction of bridges.


Traffic management

A provision of Rs 100 crore has been made for traffic management in the city.

The work of development and beautification of various Square like Bhanwarkuan, Navlakha, Rasoma, Niranjanpur, Teen Emli, Indraprastha will be done. The work of multi-level parking is also to be done on Greater Kailash Road.

The work of development of various left turn of the city is to be done for smooth traffic. After inspection in the city, such open places will be identified, where parking is required or parking is being done. These places will be developed as outdoor parking spots.

Parking areas will be better maintained in the commercial establishments of the municipal corporation and human resources will also be made available for their maintenance.

400 new buses

A provision of Rs 50 crore has been made for mobility. 400 new buses are to be purchased.

Construction of depot at bus stand and BRTS in Vijay Nagar is also proposed.

100 MW solar plant at Jalud

A provision of Rs104 crore has been made for the lighting in the city.

A 100 MW solar plant will be set up near the water treatment plant located at Jalud in Mandleshwar. A provision of 100 crores has been made for that.

This year, 20000 conventional lights will be replaced with LED lights for energy saving.

In the year 2021-22, solar lights are to be put in 25 gardens in the city.

Solar street lights will be installed on 5 main roads.

Rs 72 crore for of gardens

A provision of Rs 72 crore has been made for the development and maintenance of the gardens. In the year 2021-22, 20 new gardens will be developed is to be done in the city. STP treated water will be used for irrigation of most of the gardens.

Rs 700 cr for houses for the poor

A provision of Rs 700 crore has been made under Pradhan Mantri Awas Yojana.

Under the scheme, construction works of total 25,570 residential units at different places of the city has to be done in this financial year. At present, construction work of 15,250 units is in progress.

Rs 5 crore for hawker zone

A provision of Rs 5 crore has been made for the construction of a house for rehabilitation of beggars and destitutes. Besides, a provision of Rs 5 crore has been made for a hawker zone. Hawker zone will be for those who sell vegetable and fruits on handcarts. A provision of Rs 5 crore has been made for the maintenance and construction of Raen Basera.

Underwater aquarium to be set up at zoo

An amount of Rs 14 crore has been approved for the development and maintenance of Kamala Nehru Zoological Museum in the city. An international class underwater aquarium on PPP model will be set up at zoo. For this, a token amount of Rs 5 crore has has been made.

Separate Sports Cell proposed

A separate sports cell will be formed by the IMC, which will play an important role in promoting sports activities in Indore city. A provision of Rs 20 crore has been made by the corporation for the sports cell.
