Indore: DAVV fails to submit SSR to NAAC on time

In what reflects its casual working, Devi Ahilya Vishwavidyalaya — a Grade A accredited university by National Assessment and Accreditation Council — did not submit to NAAC self-study report (SSR) for the fourth cycles of accreditation with the stipulated time limit. The university was supposed to upload on NAAC website SSR by April 19 but it missed the deadline.

“That mirrors the sorry state of affairs at the DAVV. The university, which was doing mock drills for accreditation six months ahead of NAAC’s inspection at the time of DP Sing as vice chancellor in 2013, has not even applied for accreditation agency within the prescribed time limit,” said a senior professor of DAVV on the condition of anonymity.

As per rule of NAAC, higher education institutions opting for accreditation should submit Institutional Information for Quality Assessment (IIQA) report in beginning of the last quarter of the validity period subject to fulfillment of other conditions specified by NAAC from time to time for the purpose.

Following the rule, the DAVV was supposed to submit IIQA report in NAAC by November 20 but it missed that deadline also. The breach of deadline had made it ineligible to continue to use existing grade after February 20, 2019. But much to its relief, the NAAC relaxed the rules and allowed institutes to continue to use existing grade till award of new grade subject to condition that they had applied for new cycle of accreditation before old one expires.

The DAVV had applied for fourth cycle of accreditation with submitting IIQA on January 28. Its acceptance had come on March 4. As per NAAC timeline, the DAVV had to submit SSR within 45 days of acceptance that is April 19. Though vice chancellor Dr Narendra Dhakad claimed that they would meet the deadline, the university officers and teachers left him disappointed.

Got verbal extension,says Sharma
DAVV’s Internal Quality Assurance Cell member secretary Ashok Sharma said university got extension of 10 days from NAAC but verbally.  “We talked to the NAAC officials over phone stating that we would not be able to submit SSR on time as most of their faculties are in duty for Lok Sabha elections. They gave us 10 more days time to submit the report,” Sharma said adding that the extension as of now is verbal. “We are waiting for extension letter from the NAAC,” he added.

Can DAVV use existing grade?
DAVV’s Grade A accreditation had exhausted on February 20. The university may not be allowed to use the grade after breach of timeline. “The rules are clear. If the higher education institutions follow the timeline fixed by NAAC for accreditation then it allows the institution to don the existing grade till new grade is not awarded. But if timeline is not met, then the institution has to run sans grade till new grade is awarded,” expert say.
