Indore : The Department of Higher Education (DHE) has constituted an award of Rs 1 lakh in memory of Dr Hari Singh Gour and will be bestowed on the best performing vice chancellor of MP universities.
For the award, which will be conferred every year, the DHE will assess performance of VCs on the basis of 27 parameters, including timely conduct of exams and declaration of results, timely admissions, integration of IT into management and education, appointment of teachers under college Code-28, facilities provided to students.
The selection will be of 4-stage. In the first stage, applications will be invited from the VCs through an advertisement every year in July. In the second stage, the applications will be scrutinized by a committee constituted by the DHE.
The approved applications will be examined by a selection committee consisting 5 members. The committee will be spearheaded by VC of a Central University while its members will be directors of the IITs and IIMs and VCs of universities of other states.
On the basis of recommendations made by the committee, a jury led by higher education minister would approve one name for the “Dr Hari Singh Gour Smirti Puraskar”. In case, two names are approved by the jury, both the V-Cs would share the award.
Dr Gour, a distinguished lawyer, jurist, educationist, social reformer, poet, and novelist, was the first V-C of Delhi University and Nagpur University, founder and V-C of Sagar University (which is now named after him), Deputy President of the Central Legislative Assembly of British India, an Indian Delegate to the Joint Parliamentary Committee, a Member of the Indian Central Committee.
