7 docs of MGM College and MY hosp fined

State Information Commission slapped a fine of Rs 65,000 on seven doctors regarding the case of not providing Clinical Trial Agreements to RTI activist Dr Anand Rai over his RTI application.

The action has been taken against the first appeal officers and administrative officers on the post from 2010 to present at MGM Medical College and MY Hospital.

As per the orders, these doctors will have to deposit the fine in a month to the Commission which will then be handed over to Dr Rai.

The Commission has fined former Deans of MGM Medical College Dr MK Saraswat and Dr Pushpa Verma Rs 10,000 each, as they were the first appeal officers, and no action was taken by them to provide the required documents to the RTI activist.

Similarly, the Commission fined Rs 5000 each on incumbent Dean Dr MK Rathore, Superintendent of MY Hospital Dr AD Bhatnagar and former Superintendent of MY Hospital Dr PS Thakur and Rs 20,000 fine has been charged on former Superintendent Dr Salil Bhargava and Dr VS Bhatiya.

It is to be noted that whistle blower of Vyapam Scam Dr Rai had asked MY Hospital administration to provide him the Clinic Trial Agreements done by the seven doctors of the college including Dr Pushpa Verma, Dr Salil Bhargava, Dr Hemant Jain, Dr Apoorva Pauranik, Dr Anil Bharani and Dr Ramghulam Razdaan, with the pharmaceutical companies to conduct trials on patients in 2010.

Even after various appeals by the activist and orders from the Court and Commission, the college administration failed to provide the agreements. However, at the directions of Madhya Pradesh High Court, they had provided information to Dr Rai, which was incomplete.

Meanwhile, Dr Rai said that he will start a campaign in rural areas to motivate youngsters to be RTI activist so as to expose corruption in the society from the money provided by the doctors.

“I will also start a scholarship programme for them and will award youngsters for exposing scams through RTI,” he said.

Dr Rai also raised his brows over no action taken on the doctors, who were involved in the Drug Trial, by the Commission.

He alleged that trials of more than 90 drugs were done on 81 patients of MY Hospital out of which 35 patients lost their lives from 2005 to 2010.
