We need Presidential form of govt, says ex-Cabinet Secy

New Delhi : Rejecting ‘no work no pay’ as a solution to the repeated Parliament disruptions, former Cabinet Secretary T.S.R. Subramanian on Sunday said India needs a new constitutional amendment and a new Constitutional Commission, which will specifically look at respective roles.

He said a new Constitution Commission should be adopted to provide for a presidential form of government and for giving more responsibility to Parliament to act as an advisor rather than a “debatic society”.

“We should rethink the entire strategy. We need a new constitutional amendment, a new Constitutional Commission, which will specifically look at respective roles,” he told ANI.

“Solution has to be a basic reform; stressing on presidential form, giving more responsibility to Parliament to act as an advisor rather than a debatic society. The way Parliament is structured, nothing is possible; 10 MPs can disrupt Parliament that is the way we are functioning today,” he added

He further said the problem is much larger and structural; it’s not a question of salary.

“The constitution requires three major wings legislature, judiciary and executive. In last 70 years, the judiciary and executive have performed their roles, but the legislature has nothing to show, they are contributing to governance,” he said.

“The problem is much more fundamental. In reality, India is functioning not like a parliamentary democracy, but in a presidential form. Nearly every state in India runs in the presidential form. We need to re-look into it,” he added.           —ANI
