New Delhi : Tussle between Delhi government and Lieutenant Governor Najeeb Jung took an ugly turn on Wednesday when the later disapproved appointment of Swati Maliwal as the new chief of Delhi Commission for Women. Jung termed it as an intention lacking ‘legal sanctity’. All statutory notifications for the reconstitution of the DCW in the past had the approval of the Lt. Governor of Delhi.
“As the notification in question has been issued without the Lt. Governor’s approval, the competent authority, in breach of rules and procedures, the notification has no legal sanctity and any action taken by the chairperson or any member of the Commission, including quasi-judicial decisions, would be ultra vires and infructuous,” Jung wrote in a letter to the Delhi government. Maliwal, however, said she had not received any formal communication with regard to the disapproval. Maliwal, an RTI activist and wife of AAP leader Naveen Jaihind, took charge as the chairperson of DCW. Najeeb Jung and the Aam Aadmi Party government were earlier involved in a public spat over the posting and transfer of senior government officers in the national capital.
