Restriction on movement of civilians in Arunachal-Assam border

Itanagar: Arunachal Pradesh today imposed restrictions on civilian movement along the border with Assam following launch of counter-insurgency operations by Army and paramilitary forces against NDFB(S) militants, who massacred over 70 adivasis on December 23.

An official communique said in view of the operations being carried out at the inter-state borders and other parts of Assam, Arunachal Pradesh Home Minister Tanga Byaling has directed the principal home secretary to issue necessary directives to the districts administration to restrict movement of its civilians in the neighbouring state.

The DCs and SPs have been asked not to allow large gatherings to avoid any mishap in view of the tense situation.

Besides, all arm license holders were directed not to carry weapons during their journeys within or outside the state. Hunting in the jungles of the inter-state border with Assam was also banned as the people may be mistaken for militants by the army and the security forces, the order cautioned.

Byaling said the checking mechanism across Arunachal was intensified in order to deport illegal migrants. “Those who intend to bring labourers (for domestic as well as industrial purpose) from outside the state have to ensure production of valid inner line permits with sufficient documentary evidence in support of their permanent residential addresses.

“Those who fail to produce such documentary evidence should be booked as per law,” he said.

The DCs and SPs have been asked to take preventive steps to avoid any mishap due to fire, a common phenomena in the state, as per the communique.

A total of 81 people were killed in NDFB(S) militant attack, retaliatory violence and police firing in the districts of Kokrajhar, Chirang and Sonitpur. Scores of houses were also set on fire.
