New Delhi: The Right of Children to Free and Compulsory Education (RTE) amended early this year and enforced from March 1 allows regular examination in fifth and eighth class at the end of every academic year.
Disclosing this in a written reply to Dr Satyanarayan Jatiya (BJP) on complaints of quality of education falling due to the no-detention policy in the 2009 Act, HRD Minister Ramesh Pokhriyal Nishank said a child failing in the examination will get the opportunity for re-examination within two months after getting additional instructions.
He said the state governments are the appropriate governments under the RTE Act to have administrative and financial control over majority of the schools, including, private, aided and unaided, and they may decide not to hold back a child in any class till the completion of the elementary education. It is up to the state government to hold back a child in Class V or VIII in a manner it prescribes if he fails in the re-examination.
