New Delhi : “The Modi government thinks that the Kashmir issue is some kind of law and order problem in one corner of the state which can be solved with the wave of a magic wand. The issue is much more complex, and it is a struggle for the soul of the state. For sixty years several brilliant minds have worked at it, and it is  adelicate issue that has to handled with patience. It is not something that can be resolved with a handshake and a smile,” said former external minister Salman Khursheed in an interaction with mediapersons.

“In approaching the foreign secretary level talks with Pakistan, the government was simply prepared. It did not fully utilize the resources that are available in the foreign office. There are things that the IFS officers can accomplish and there are things that can be accomplished by IPS officers,” he observed in the context of the Modi government’s decision to call off the foreign secretary levels talks because the Pakistanis were engaging with the Kashmiri separatists a part of their preparation for these talks. He was hinting at the role of the NSA Ajit Doval, a retired IPS officer in what has been described as a diplomatic self goal.

The Congress leader had  always been skeptical about the Modi initiative on Pakistan and had questioned the basis of holding the foreign secretary talks even before these had been suddenly aborted by the government.

After these were cancelled last week, he said that there could be some merit in the speculation that this decision was taken was in the context of the J& K assembly elections.

Khursheed a seasoned negotiator also observed that the internal situation in Pakistan needs to stabilise for the Indo-Pak dialogue process to proceed fruitfully.

He indicated that negotiations between India and Pakistan have always been a long haul, and even when it appears that an agreement is round the corner, it gets pushed back.
