AIMIM chief Asaduddin Owaisi objects PM Modi's visit to Parliament building construction site, says 'it's violation of Theory of Separation of Powers'

The All India Majlis-e-Ittehad-ul-Muslimeen (AIMIM) chief Asaduddin Owaisi on Monday raised questions over Prime Minister Narendra Modi's visit to the contrsuction site of new parilament building on Sunday. Owaisi said that PM Modi's visit to the site is a violation of Theory of Separation of Powers.

Yesterday evening, PM Modi went to the construction site of the new Parliament building at around 8.45 pm. He spent almost an hour at the site and did a first-hand inspection of the construction status of the new parliament building.

However, his visit has irked the AIMIM chief and has slammed the PM for visiting the site. Explaining the law, Owaisi said, '"s per SC judgment, Parliament is the basic structure of the Constitution and the Theory of Separation of Powers says the executive can't interfere in the activities of the judiciary or legislature." "PM Modi is a part of that executive," he specified.

Further he said that if PM Modi goes alone and inspects construction of Parliament, I believe it's wrong and it's a violation of Theory of Separation of Powers. He notified when speaker of Lok Sabha is custodian of the House then why wasn't he with PM Modi?

What is Seperation Of Powers?

Separation of powers divides the mechanism of governance into three branches i.e. Legislature, Executive and the Judiciary. The purpose is to prevent abuse of power by a single person or a group of individuals. It will guard the society against the arbitrary, irrational and tyrannical powers of the state, safeguard freedom for all and allocate each function to the suitable organs of the state for effective discharge of their respective duties.

Three features of this doctrine can be explained below:

1. Each organ should have different persons in capacity, i.e., a person with a function in one organ should not be a part of another organ.

2. One organ should not interfere in the functioning of the other organs.

3. One organ should not exercise a function of another organ (they should stick to their mandate only).

What is Central Vista Project?

On February 4 this year, the Bhoomi Poojan ceremony of Central Vista Avenue was performed by then Union Minister of State with Independent charge Hardeep S Puri and other senior officers of the Ministry at India Gate, New Delhi. With this ceremony, the work started for the development/ Redevelopment of Central Vista Avenue.

As per a press statement from the Ministry of Housing and Urban Affairs, Central Vista Avenue starts from North and South Block to India Gate. It includes the Rajpath, its adjoining lawns and canals, rows of tree, Vijay Chowk and the India Gate plaza that is a 3 kilometres long stretch. This was originally designed to be a grand processional pathway to the Viceroy's House during the British Raj. It was appropriated by the people of India and their government at Independence.
