Model alleges rape by IPS officer

Mumbai :  The seamy side of the city police came to the fore on Wednesday when police commissioner Rakesh Maria ordered an FIR to be filed against a 1997-batch IPS officer accused of rape and molestation by an obscure Mumbai-based model.

The case was filed at Malwani police station against Sunil Paraskar, who till recently was the additional police commissioner of the region. He is now the DIG in charge of the Protection of Civil Rights cell at the state police headquarters.

Paraskar has been charged under IPC sections 354 (Assault or criminal force against woman with intent to outrage her modesty), 354(D) (Stalking), 376(2) (Whoever being a police officer commits rape) and 376(C) (Intercourse by superintendent of jail, remand home, etc).

The model met Maria on Tuesday, July 22, and showed him the evidence. While Maria was tightlipped, the director-general of state police Sanjeev Dayal said, “The law has been set in motion and the Mumbai police will investigate the case accordingly with transparency.’’

Maria on Thursday transferred the case to the Crimes Against Women cell of the Crime Branch. “This is a case where we need more evidence and time to arrive at a concrete decision,” said Joint Commissioner of Police (Crime) Sadanand Date.

Asked if there was a promise of marriage, Date said it did not seem so. He refused to divulge any other details regarding the relationship between the complainant and the accused.

The police complaint says Paraskar allegedly molested and raped the model in the last quarter of 2013.  The victim met the police officer in 2012 when he was Additional Commissioner of Police (North Region) in Mumbai with regard to a case. Since then he tried to be friendly with her, allegedly molested her once and raped her on the second occasion.

The model in question had alleged on Twitter on July 3 that the said police officer had harassed her in connection with another case. Her tweet read: “I’ve been tortured, harassed by ex-additional commissioner Sunil Paraskar and his officer … for four months, in my own lookalike case.”

On the same day, she alleged on Twitter that Paraskar had leaked the details about a case involving her lookalike running an escort service to a city tabloid.

“There is a tabloid (name omitted) reporter involved with Sunil Paraskar who leaked my lookalike case news after arrest of the first accused…” she tweeted.

She went on tweeting: “ROZLYN KHAN HARASSED BY SUNIL PARASKAR in my own lookalike case…Let the world know this….”

 “I never wanted my lookalike case to be (made) public. Sunil Paraskar leaked this news to the newspaper on 7 Jan 2014 to take publicity.” (July 3).

The city tabloid had reported on January 7, 2014, that the Goregaon police had busted a prostitution racket where a lookalike of model Rozlyn Khan was running an escort service in her name. The report, titled, “Woman uses Rozlyn Khan’s name to solicit customers on escort service website”, had further said that Khan started receiving lewd messages on Facebook and Twitter from men.

 “Outraged and shocked, Rozlyn filed a complaint against the website with Additional Commissioner of Police (North) Sunil Paraskar”, read the story. Paraskar then asked the Goregaon police to investigate the case.

The police contacted the website and asked for the escort’s services by planting a decoy customer. An appointment was made at a Goregaon hotel. “For a second, all the cops were shocked by the uncanny resemblance between the complainant and the accused, but recovered quickly to arrest her. “We posed as a customer and called the number given on the escort service website. We bargained and a deal was fixed at Rs 50,000. We laid a trap in a Goregaon hotel,” said a police officer from Goregaon police station,” the report said.

Meanwhile, Khan told the tabloid that the ordeal had been traumatic for her. “Whenever I signed into my Twitter and Facebook accounts, I saw requests from people demanding to have sex. Many of my friends in Bollywood had started asking me about my ties with the website. This was tarnishing my image,” she said.”

The accused, a 21-year-old woman, was arrested and remanded to police custody, while two others were absconding then (as reported by the tabloid). On Thursday night, the Goregaon police station said that the officers had changed and they could not give the details over the phone.

The model-turned-actor has featured in some TV advertisements and is working in a Bollywood film as well.
