For decades now, India has focussed on the most expensive mode of transport -- namely roads, and ignored the cheapest and the most environmentally friendly, namely water transport. The most obvious form of water transport is shipping, and this can happen only if India has good ports, and good port policies. It is only in the last two decades that private ports have begun growing in India, and the focus on ports—both government owned and private— has been tremendous. But ports don't exist in a vacuum. They need connectivity with the hinterland. That means looking at roads and railways strategically. It means developing coast based industries, and coastal shipping. The NDA government has begun looking at all these aspects— port development, connectivity, coastal shipping, and the development of coastal economic zones.
How much has India achieved during the past four years? And how can India make all these sectors grow better and thus make India that much more vibrant? These are some issues that the conference on ports and coastal development will examine.
