Cases of misappropriations are continuously surfacing in book procurements procedure of Vikram University. Even as the probe of books purchase of more than one crore is currently under process, procurements done in 2015-2016 by University too are under corruption scanner.
The extent of the rot can be gauged from the fact that in spite of that it is alleged that University has released another tender in March – 2018 for procurement of books by compromising the procedure. Information of misappropriation in current tender came to fore as a response by the University given by a recent RTI revealed that the university has used one e-stamp paper for two different agreements.
Public interest litigation was filed regarding corruption in Vikram University in March 2018 in which Indore High Court strictly ordered for investigation within 30 days but till now no action has been taken. Authorities of University are trying to evade the rot by keeping mum on the issue.
E-stamp numbers under scanner
It is alleged that VU authorities are using fabricated e-stamp papers in procurement and in tender filling against the laws and rules specified for the process. According to the sources University has released a tender for procurement of books for academic year 2017 in February 2018 and signed an agreement with New Delhi based firm Metro Book Private Limited on March 17, 2018 using an e-stamp for the agreement.
Another purchase tender was released by University in June 2018 in which the same e-stamp number was cited for making agreement with same company. This has posed serious question. It is alleged that serious malpractices are going on in University’s procurement tenders while authorities are shying away from responding whenever questions about the issue is raised.
