Poll panel nod to desilt drains

Mumbai : In a major respite for the Mira Bhayandar Municipal Corporation (MBMC), the Election Commission (EC) gave its nod for the pre-monsoon de-silting operations in the twin-city.

Following a sharp decrease in budgetary allocation by the ruling governance, MBMC’s attempts for an upward revision were jeopardized due to the imposition of the model code of conduct for the legislative council polls from the Thane local authorities segment to be held on June 3. With monsoon less than a month away, the civic administration had sought an exemption in view of impending woes. In response, the EC gave its nod provided nothing is said that may be construed as inducement or having an impact on poll-bound Thane and Palghar district where the model code of conduct is in force.  From Rs.1.5 crore last year, the spending limit had been downsized to Rs.5 lakh for the annual pre-monsoon ritual. There are a total of 155 major and minor nullahs in the twin-city which measure up to more than 240 kms for which the MBMC awarded de-silting contracts for manual and mechanical excavation on Friday.

However, instead of setting up accountability compulsions, the MBMC has once again opted for clock-based pricing structure, giving ample scope for contractors to nibble up funds by generating inflated receipts and showing a higher head-count. Ashapura Construction Co. which has been shortlisted to provide manual labour and mechanical de-silting equipment”s including- JCBs, Poclain’s, Boat Poclain’s and Hydraulic Earth Excavator machines will started work on Friday. “With June 15 as deadline, the work will be fast tracked,” confirmed deputy civic chief Dr Sambhaji Panpatte.
