NEW DELHI : The Department of Telecommunications will hold discussion with telecom operators next week on the changes in the existing penalty regime, wherein financial disincentives will be levied on the basis of

severity of the licence conditions violations, a senior official from the telecom department told Cogencis.
“Penalties will be based on minor and major offences,” the official said. The telecom department will discuss the new penalty framework with the telecom companies and after their feedback, the new regime will be implemented, the official said.
Telecom Minister Kapil Sibal had earlier said that the telecom department is working to put in place a more rational framework for levy of penalties.
Telecom companies, at present, are levied a fine of 500 mln rupees per circle for violation of any licence conditions, major or minor.
The country has 22 telecom circles.
The new penalty norms are expected to have four-five layers with different categories of penalties pertaining to the degree of violations committed by the telecom companies. If telecom companies are found in violation of the same licence condition more than once, then the level of fine for the same will increase, the official said. -Cogencis
