New Delhi: Senior IAS officer Chetan Bhushan Sanghi, who had claimed to be under pressure for naming a “certain VIP” in the Delhi and District Cricket Association (DDCA) probe panel report, has been appointed Joint Secretary in Women and Child Development Ministry.
The Centre has also revoked an order debarring him from central deputation which was issued after he failed to join the WCD Ministry in 2014 following his appointment to the same post.
The Appointments Committee of Cabinet has approved appointment of Sanghi as Joint Secretary in the Ministry for five years, an order issued by Department of Personnel and Training said. The appointment is subject to the condition that the debarment order against him would be revoked only after he joins the post, it said.
Sanghi, a 1988 batch IAS officer of Arunachal Pradesh- Goa-Mizoram and Union Territory (AGMUT) cadre, is presently on leave.
He headed a three-member panel that went into DDCA affairs and submitted its report to the AAP government in November, last year.
Based on recommendations of the Sanghi panel, the AAP government had in December set up an inquiry commission to investigate the alleged irregularities in DDCA, including the period from 1999-2013 when Union Finance Minister Arun Jaitley headed it.
Sanghi had alleged pressure in a letter to Union Home Secretary Rajiv Mehrishi. “There was considerable emphasis on naming who were at fault and in particular a certain VIP. There was a lot of pressure from various stakeholders since the subject was very controversial,” Sanghi had said in the letter.
In his letter, Sanghi had also requested for central deputation and closing cases initiated against him by the Anti-Corruption Branch of Delhi government to probe alleged irregularities in Delhi State Industrial And Infrastructure Development Corporation Limited (DSIIDC), which he headed from 2010 to 2012.
Sanghi was debarred from central deputation for failing to join the WCD Ministry in 2014, officials said.
He had then claimed that he could not join the Ministry since no reliever was posted by the Home Ministry at that time and that the government of Puducherry, where he was working then, had wanted him “to see through the Budget session up to March 2015”.
