Yes Minister: Powerful Babus riding roughshod over political masters

BHOPAL : Several ministers are being dominated by powerful bureaucrats, who claim that they are close to the chief minister.

They hardly pay any heed to what ministers tell them. These ministers, despite heading important departments, are facing problems in taking decisions and getting them implemented. They have also expressed their agony before chief minister too but to no avail.

Principal secretary Pramod Agarwal and Road Development Corporation, managing director Manish Rastogi, who are posted in the Public Works Department, headed by minister Rampal Singh, take all decisions by themselves. T

 hey simply do not listen to Rampal, who has asked the CM to remove Agarwal but the latter has turned down the minister’s request as of now. Rampal is spending most of his time touring different parts of the state.

Urban administration department, principal secretary Malay Shrivastava and commissioner Vivek Agarwal are calling the shots in the department. The minister Maya Singh has been sidelined.

 As both the officers are close to the CM, Singh is unable to get a grip over departmental affairs. It is believed that both the officers are behind FIRs not being filed against builders, despite Singh asking for the same in the case of publication of an advertisement of municipal Corporation and CREDAI.

Similarly, principal secretary Ashok Warnval and commissioner Manohar Agnani are calling the shots in the department of food and civil supplies, headed by minister Omprakash Dhurvey.

 Dhurvey is waiting for the release of transfer list and he expects that they would be transferred.

The situation may get worse if that does not happen. Panchayats and rural development minister Gopal Bhargava is said to be not at good terms with additional chief secretary RS Julania.

 Despite Bhargava’s reminders, Julania is not paying attention to his department. Minister of state (independent charge) for medical education, Sharad Jain is not getting due importance from department’s additional chief secretary Prabhanshu Kamal. It was their personal tussle which made Jain seek a probe in the incident of doctors being deputed for the treatment of the wife of an ACS at Indore. The said probe could not be initiated.

Minister of state (independent charge) Lal Singh Arya does not get attention from additional chief secretary Rajnish Vaish. Arya was minister of state in the same department earlier. Vaish used to send all files to CM and not to Arya. Vaish, despite Arya getting independent charge of the department, is still taking him lightly. Still, Vaish directly speaks to CM in most cases, which is denting the image of the minister.
