BHOPAL : Disinterest and resentment among top bureaucrats is affecting the working of the state government. At least a dozen bureaucrats want new postings. There are some who want change as they have been working for a long time in the same department while others think that they haven’t been given responsibility of important enough departments.
Principal Secretary, Revenue and Higher Education, KK Singh is not interested in the Revenue Department. Files related to land disputes, courts cases and farmers are pending in his Department. Singh is not disposing of any of these cases. Due to this, the work in Revenue Department has virtually come to a stand-still. Principal Secretary Rajesh Rajora is holding Agriculture for two years now and wants to move to a department connected with infrastructure.
Principal Secretary, Jail, PC Meena is not happy. He is in the queue for becoming Additional Chief Secretary and wants a good posting.
Principal Secretary, Pravir Krishna, who has been transferred from Health to Horticulture, Food Processing and Gramodyog, does want to work in these departments but he is not getting support from those lower down the line. There is paucity of funds in these departments and Finance Department is not paying heed to demands for more funds. Due to the resource crunch, Krishna too has lost interest in the departments in his charge.
Arun Tiwari, who has been appointed Principal Secretary, Fisheries, has been posted as punishment, which has disillusioned him. Shivshekhar Shukla is the Secretary of Mining – an important department – wants to be relieved. Shukla is not taking any major decision to avoid getting into controversies. Some bureaucrats have important jobs but they are not evincing interest in them. The pile of files on Principal Secretary, Renewable Energy Manu Shrivastava’s table is getting higher and higher. The Department has almost stopped functioning since his posting. Madhya Pradesh, which had a significant share in renewable energy sector, is now on the decline in this field.
Principal Secretary, Transport, SN Mishra is also not taking any decisions. Mishra is unable to get the directives issued by the Minister Bhupendra Singh, implemented. Principal Secretary, PWD, Pramod Agarwal is doing little work. Due to the lax attitude of PWD, resentment is brewing among the people’s representatives of BJP.
