Had written to CS in 2014 saying a repeat of Khandwa possible
BHOPAL: A retired AIG jail had written a letter to the chief secretary of the state expressing the apprehension that security arrangements at the Bhopal Central Jail were insufficient, making a jailbreak possible. But the government never took any action.
Retired AIG GK Agarwal informed Free Press that on June 26, 2014 he had written a letter to the then CS, Antony de Sa that a repeat of Khandwa jailbreak was possible in Bhopal.
He also added that the jail security staff is deputed at other places like at the bungalows of the officers and also at the jail headquarters.

The building of the jail and other buildings on the campus do not have sufficient security arrangements. The height of the outer buildings and other buildings near the outer wall is also a security hazard. The Bhopal Jail is facing acute shortage of security personnel. He said the jail manual was outdated. The internal security is maintained by the jail inmates. Earlier, he said, the prisoners were generally from humble backgrounds but now the jails house ‘influential prisoners’.
He also alleged that one person is responsible for monitoring 18 screens at a time and a ‘human error’ is possible.
He suggested that the jail administration should provide disposable plates, glass and other items to the SIMI activists so that they cannot use the steel plates or glasses as weapon. The security personnel, who are posted inside the jail, should not wear their name plates and the ranks so that the prisoners cannot identify the person and threaten his family. He said that the letter was also sent to the National Security Advisor and Intelligence Bureau but no one took any notice.
