BHOPAL : Bureaucrats who had finalised the layout and blueprint for shifting of slaughter house at Adampur Chhavni may face contempt from National Green Tribunal (NGT). Despite all exercises, the situation is just like back to square one.
At the government level, an affidavit was filed in NGT in September, 2016. As per it, Bhopal Municipal Corporation (BMC) was to commence the slaughterhouse construction ‘immediately’ after the land allotment. Land allotment was also to be finalised within 18 months.
Besides, two high-level committees were to be formed for a time-bound construction of the new slaughterhouse; one under the urban development commissioner to monitor the progress of the construction process and another, headed by the environment commissioner, to ensure compliance of anti-pollution norms.
NGT even directed the government to submit a ‘performance guarantee’ of Rs 2 crore, from which Rs 10,000 was to be deducted daily if work on the new slaughterhouse continued after the deadline.
The recent developments spoiled all the exercise. BMC Parishad in its meeting could not garner support for shifting. Even an all-religion march was taken out and memorandum was handed over to governor in protest against the shifting.
Advocate Sachin Verma, government practitioner in NGT said, “Bureaucrats may face contempt from NGT as its compliance for shifting the slaughter house is in doldrums. After an affidavit filed from government, NGT order has not been complied with so far and there is no scope seen in future for its compliance. So naturally, government officials may face contempt as only they had represented the government in NGT.”
