Shape up or ship out, CM Shivraj Singh Chouhan tells commissioners, collectors

BHOPAL: Chief Minister Shivraj Singh Chouhan has said that the commissioners, collectors and chief executive officers (CEO) of district panchayats whose performance is not up to the mark will be shifted.

Chouhan made it clear at the beginning of the two-day commissioner-collector-CEO conference, which began here on Tuesday, that the outcome of the review of the implementation of the schemes in their areas of jurisdiction will be entered in the confidential rolls (CRs) of the officers concerned.

He said officers in districts where good work has been done will get a pat on their backs while the shirkers and non-performers will punished.

Chouhan directed that notices be issued to the district Panchayat CEOs of Ashoknagar, Satna and Balaghat, who were not present at the meeting. Later, he ordered removal of the CEOs of Ashoknagar and Satna.

He also pulled up the collector of Khargone when he fumbled while answering some questions regarding government schemes. “You have not done your homework properly”, Chouhan told the officer.

Agriculture minister Gaurishankar Bisen, complaining about the CEO of Balaghat district panchayat, alleged that the latter’s working was not satisfactory. Additional chief secretary (ACS) RS Julania, on the issue of complaints against CEO of Ashoknagar district panchayat, said notice has been already issued to the said officer.

The performance of Satna, Ashoknagar, Vidisha, Hoshangabad and Umaria districts, as far as Swachch Bharat Mission is concerned, was found to be poor. The chief minister appreciated Indore collector P. Narhari for works done under Swachch Bharat Mission, CM Helpline and Housing for All. Harda, Narsinghpur, Sehore, Sidhi, Rewa and Ujjain were also appreciated for good work done under Swachch Bharat Mission.

Chouhan, on being told that no delimitation and mutation applications were pending for disposal in some districts, expressed his surprise and directed to get the matter probed.

The figures were presented by the revenue department. Interestingly, the collectors concerned also expressed surprise over the data.

They said that they had not submitted the figures being presented by the department.

Minister for food and civil supplies Omprakash Dhurvey expressed his annoyance over delay in distribution of forest rights Pattas. Dindori district was appreciated for the works done under MGNREGS.

A scheme named ‘Nagar Uday Yojana’ will be launched from December 25 to January 26, in the state to provide accommodation to poor living in cities. Chouhan said replacing cycle rickshaws with e-rickshaws will also be considered.
