RESCO project: MP police to get solar power at Rs 2.45/ unit

Under the MP’s RESCO project, police establishments of MP would get solar power at nominal rate of Rs 2.45 per unit for the first year. This is one-third of the electricity being provided to then at present. Currently, the police establishments are getting electricity for Rs7.40 per unit.

The establishment will continue to get the power at the rate of Rs 2.45 per unit for the first year and thereafter it would be increased by 3 per cent per annum. It would double to around Rs 5 at the end of project life of 25 years, which would still be much less than the present discom rate.

Madhya Pradesh has achieved spectacular bid results with its innovative Solar Rooftop RESCO program. This has laid down path for fast track adoption of solar rooftops in the country.  The bid results for MP’s 35 MW Solar Rooftop tender are testimony to numerous policy, contractual and procedural innovations deployed by Madhya Pradesh in its RESCO program. This includes 160 police establishments with total capacity of 3.54 MW.

RESCO model facilitates the beneficiary consumer to enjoy solar power with zero upfront investment and at rates much below the prevailing discom rates. The consumer pays for the electricity as it is generated by the selected contractor, who undertakes design, supply and installation, along with comprehensive operation and maintenance for 25 years.

Since the developer would get paid only for electricity supplied, there is a natural incentive to properly maintain the system. The selection of the Contractor is made on the basis of the lowest tariff offered in transparent electronic bidding. The RfP for Rooftop Solar Police Establishments of MP has been won by M/s Azure Power Rooftop Five Pvt Ltd, New Delhi.

Power Purchase Agreement (PPA) has been signed between concerned officials of Police Head Quarters and Azure Power Rooftop Five Pvt. Ltd.
The MoU was signed in the presence of Special Director General of Police KN Tiwari and Sanjay Rana, ADG Pawan Jain, Anuradha Shankar, SM Afzal, SW Naqvi, Ashok Awasthi, Pragya Richa Srivastava and DC Sagar, principal secretary new and renewable energy Manu Srivastava and GM Azure Power, New Delhi,Vijay Singh.
