Bhopal: A heated exchange took place between leader of opposition Satyadev Katare and Parliamentary Affairs minister Dr Narottam Mishra in the business advisory committee’s meeting and later in the House over the Vyapam scam and the opposition’s demand for discussion of the issue in the ongoing session of the legislative assembly on Friday.
The main opposition Congress chalked out its strategy to rake up the issue in the assembly but did not disclose it after its MLA Ramniwas Rawat’s adjournment motion was not accepted in the house. Katare proposed to discuss Vyapam scam through adjournment motion and in business advisory committee’s meeting held before the session demanded allocation of time for discussion.
Parliamentary affairs minister Mishra objected to it saying that there was no precedent to allow adjournment motion in the first session, triggering heated debate on it.Katare later raised the issue just after election of deputy speaker through point of order. Minister Mishra, however, said the opposition members can raise the issue during discussion on motion of thanks to the governor for his speech.
Rawat said the government cannot deny discussion on a definite matter of urgent public importance.He said 1.04 crore youths were cheated by the Vyapam in which rackets were run for the job.Urban administration and development minister Kailash Vijayvargiya seconded his colleague’s view and said the assembly was convened after fixing the agenda.
Discussion continued for 25 minutes and finally speaker Sitasharan Sharma turned down the point of order saying that adjournment motion or call attention motion can not be taken up in the first session.Later, the Congress MLAs had a meeting in leader of opposition’s chamber and decided to participate in the discussion on motion of thanks.
” We will participate in discussion on Saturday accepting the Speaker’s decision.The state government initiated new tradition by continue the proceeding of the House on Saturday even as the business advisory committee did not approve the decision,” Katare said.Vidhan Sabha Speaker Sitasharan Sharma chairs a meeting of business advisory committee at Vidhan Sabha on Friday.Cong wanted discussion on its adjournment on the issue
