Gaur stymies proposal on CPA-PWD merger

BHOPAL : The merger of Capital Project Administration (CPA) with the Public Works Department (PWD) was put on hold amidst strong protest by Home Minister Babulal Gaur. The proposal to separate Environment Department from Urban Administration Department has also been deferred.

The proposal was to hive off CPA from Environment Department and merge it with PWD. Gaur said CPA is implementing many projects in the city and if it is merged with PWD, these works would suffer. Finance Minister Jayant Mallaiya, supporting Gaur’s stand, suggested to let the CPA continue to be a part of Environment Department.

Higher Education Minister Umashankar Gupta was in favour of bringing CPA under PWD but he yielded to Gaur. Chief Minister Shivraj Singh Chauhan too proposed a re-think on the issue. The local MLAs are also opposing the proposal. These MLAs say that the PWD should be kept away from the construction and maintenance projects Bhopal as the department was not exactly known for its efficiency.

The Cabinet decided to allot land to the Centre’s Department of Disability Affairs, Ministry of Social Justice and Empowerment, for setting up of a plant for manufacture of artificial limbs in village Manpura of Ujjain district.

The Cabinet also decided to form a three-member committee comprising Minister for Higher Education, Minister for School Education Paras Jain and Secretary Law to fix the eligibility criterion of teachers/non-teaching employees of aided private educational institutions, who have to paid 50 per cent of the arrears, as per fifth pay commission report, for the period April 1, 2000 to December 31, 2005 before October 1, 2019.

The cabinet cleared the proposal but the decision to form the committee was taken after the Chief Minister said that as the state was already facing a cash crunch due to the heavy burden of relief amount to be paid to the farmers. Against this backdrop, it would be better to ascertain that the teachers who get paid are eligible or it.

Sagar Med College pass outs eligible for employment

The cabinet permitted employment of pass outs of Sagar Medical College in government and private colleges across the state. The Sagar Medical College has been declared ineligible by the Medical Council of India (MCI). This cabinet decision has brought the MCI and the state government at the loggerheads. This decision was taken by cabinet under the provisions of State Medical Council. Health Minister Narottam Mishra said the state government took a similar decision in 1990 too. Mishra said the decision has been taken considering the future of the pass out students, till MCI recognizes the Sagar Medical College.
