BHOPAL: Right to Information Act ( RTI) activist Ajay Dubey has put a big question mark on the entire process of examinations in Vyapam. He laid bare the irregularity in which many retired bureaucrats were appointed as central observers for examinations and they issued certification of foolproof examinations system.
Dubey, in a press conference, said, in 2010 the Vyapam board introduced a system of central observers, as additional supervision mechanism and paid huge money to retired senior bureaucrats. This was done after question papers were leaked in the board. He said question paper of exam for selection of data entry operators for land record department was leaked in 2008 and board officials put it on record but nothing happened afterward.
The case is yet to be investigated fully. Similarly, in 2009, question paper of data entry operator selection exam was also leaked. Giving detail of retired bureaucrats, he said the then board chairman Dilip Samantaray had issued an order to appoint central observers for examinations. It was imperative on the central observers to keep a watch on entire examination process and give certificate at last that the process was foolproof, confidential, secured and transparent.
Despite the question papers were leaked, the board officers broke security and prepared answer sheets, merit list to provide unlawful benefits to racketeers, Dubey said.
Retired IAS officers Amar Singh and IPS officer Narendra Prasad were appointed central observers for Pre PG 2010. Retired IAS officer KK Sethi, retired PCCF RC Sharma were made the observers of PMT- 2010.
The observers’ list includes names of retired IAS Dharmendra Nath, retired IPS OP Garg, for Pre PG 2011, again Dharmendra Nath and Narendra Prasad for PMT- 2011, retired IFS officer VR Khare for PMT 2011, retired IAS Atul Sinha and Narendra Prasad for police sub inspector, platoon commander and subedar selection test 2011, again Dharmendra Nath and retired DGP M Natrajan, VR Khare, retired IFS officer Vijay Bahadur for contractual teachers grade- III recruitment test 2011.
M Natrajan and Dharmendra Nath were appointed central observers again for Pre PG 2012 in which the STF has filed an FIR. Atul Sinha and M Natrajan were the central observers in PMT 2012 which too came under scanner for admission fraud. Sinha and Prasad were further observers in transport constable recruitment test too.
Retired IAS officer PP Agrawal and Narendra Prasad were central observers in dairy federation test in which too the STF filed FIR. Dubey said MP online, a joint venture of state government and private Tata Consultancy Service ( TCS), conducted Patwari selection test in 2012 without the norms. ” All examinations whether it is of university or boards could conduct examinations only after notification from the state government but here in case of mponline, no such legal order was issued,” he said.
He said Vyapam sent several proposals to State government’s information technology department for online examinations but the latter did not cooperate.
