Bhopal: The state government will start distributing the no-dues-certificates to the cooperative societies from Saturday. The government has figured out the way to distribute the certificates farmers loan waive of scheme at village level. The commissioner of cooperative societies has written to the chief executive officer of district cooperative banks stating that according to MP cooperative society norms it has to incorporate the loan into the member’s accounts.
The state government had provided the amount under the Jai Kisan Farmer Loan Waive of scheme, it had to settle the amount into the accounts of the loan takers and into the accounts of societies. The financial year 2019 started from April 1st the farmers need to obtain the loan from the societies. The farmers will need the loan to purchase the seed, fertilizers and others through the Kisan credit card and also through the cash. So it is instructed to settle the amount of the primary agriculture credit societies and a certificate shall be issued to the farmers related to the account settlement.
Wary of poll code
The state government has identifies a way to distribute the no dues certificates to the farmers while contravening the Model Code of Conduct. The state government was distributing the certificates to the farmers, but as the election model code of conduct was implemented in the state, the distribution had stopped.
To this the leaders of BJP started claiming that the scheme of Kamal Nath government had failed and no loan had been waived off. On the contrary the chief minister and the Congress leaders were claims that in the state the loan of more than 22 lakh farmers had been waived of. Now the clearance certificate from the government may put full stop on the opposition claim, but it may trigger controversy if the ECI takes action into the matter.
