Even as Cong members shout; govt finishes legislative business

BHOPAL : The Congress strategy of not allowing the Assembly to function over Vyapam scam backfired on Tuesday. The government completed the entire business of the budget session within a few minutes and adjourned the house sine die.

Ten key bills were passed amidst huge uproar without any discussion in merely thirty minutes.

Speaker Sitasharan Sharma read the breach of privilege motion moved by MLA Ramnivas Rawat against chief minister Shivraj Singh Chauhan after the Question Hour concluded. The breach of privilege notice was given for the use of the mono of ‘Vyapam’ in ‘Vyapam Ka Sach’ booklet and the publication of the recruitment orders issued by the assembly secretariat in it.

The Speaker, in his ruling, said that that the publication of any book, its distribution and Copyrights Act cannot be the subject-matter of a breach of privilege motion.

He said that the recruitment orders issued by the Assembly had been presented in various courts and were accessed from there through right to information. The Speaker then announced rejection of the motion. Rawat, on the other hand, claimed that the rejection was against the principles of natural justice. He said that his motion was rejected without giving him a proper hearing.

He came to the Well of the House to argue his case, due to which uproar started in the House. The Speaker, in the meantime, completed the agenda of the session.

An unfortunate day for democracy: Katare

Talking to media persons after the budget session was terminated, leader of the opposition Satyadev Katare said that the government had lost its focus due to the Vyapam scam.  “We wanted to discuss the Appropriation bill but the session was terminated in haste,” he said. “Today is an unfortunate day for democracy,” he added. He said that the appropriation bill is passed on the next day of its tabling in the house. He said that the documents published in the book ‘Vyapam ka Sach’ were stolen and he would take legal action in this regards.

‘Opposition responsible for passage of bills sans discussion’

Parliamentary affairs minister Narottam Mishra said that discussion could not take place in the House because the opposition blocked it.  He said that the government had admitted the adjournment motion over Vyapam at the beginning of the session but the opposition did not hear the reply of the chief minister. He said that on Monday also the opposition does not let discussion take place on women and child development, SC and ST departments.  He said that the opposition does not have any facts regarding the Vyapam case but it created mayhem in the whole session. He said upcoming bye-elections would be the real test of Congress’ strength.
