Petlawad : The sarpanchs and secretaries of the four gram-panchayats of Petlawad Janpad obtained the incentive amount of lakhs under ‘Swa-karadhan Yojna’from panchayat department, Bhopal on the basis of false documents and then withdrew the money without necessary approvals. The Jila Panchayat CEO ordered an inquiry and after its report, suspended two panchayat employees.

Under this scheme of state government, the panchayat department provides extra funds for some development work to the gram-panchayats, on the basis of collection of taxes by the panchayat at the local level.

To obtain the benefit of this scheme, the four gram-panchayats presented false data regarding the collection of taxes by them and obtained undue incentive money from the department. The gram-panchayat of Baikalda received Rs. 21 lakhs, Ghughari received 20 lakhs, Karadwad received 25 lakhs and Rupgarh received Rs. 15 lakhs. These gram-panchayats did not inform about this money even to the Janpad Panchayat and Jila Panchayat.

When information was sought under the RTI act, the Janpad Panchayat denied having any information regarding this money sent to the four gram-panchayats. However, the banks confirmed the receipt of the amount of money in the accounts of the respective gram-panchayats.

In the inquiry by an official committee, it was found that after receiving Rs. 25 lakhs, the gram-panchayat Karadwad withdrew the money within three days against rules. The panchayat did not pay the labourers using the muster roles and the payments were also not done through bank. Thus, looking at many such irregularities, the Jila Panchayat CEO Dhanraj S Raju suspended the secretary of Karadwad gram-panchayat Kamalkant Bairagi.
