BMC chairman says agreement with Centre bars free water supply City engineers’ financial powers increased

BHOPAL: Din prevailed over the demand of free water supply to entire Bhopal in General council ( Parishad) meeting of Bhopal Municipal Corporation on Thursday.

Some of the Congress Corporators led by Shahid Ali and Sudhir Gupta staged a dharna in the Well of the House demanding that their proposal of daily and free water to entire Bhopal be cleared. And the Congress members ultimately staged a walk out from the House as a mark of protest after BMC chairman Kailash Mishra refused to clear the proposal of daily and free water to Bhopal.

BMC chairman Kailash Mishra said, ” We have signed an agreement with Central Government under JNNURM for water supply and sewage treatment. We have to re- pay the loan in installments. So we cannot make water free on the pattern of Delhi Government.

We can only forward the proposal passed by the House. In Delhi, it is the Jal Board and not the Delhi Nagar Nigam that handles water supply. We have no such Jal Board here. Secondly, Delhi state government has taken the decision to provide free water supply. We are civic body and not the state government.” He also argued that the meeting was only the re- convening of an adjourned meeting so we cannot entertain any fresh any proposal.

We can discuss the proposal we cannot put table it for clearance. The issue of free water supply comes under such category. We have received a letter which bears the signature of 41 Congress corporators and I will forward it to BMC commissioner to be forwarded the state government.

But it will not be in the form of a proposal passed by the House.” The Parishad decided that civil and water works up to Rs 10 lakh will be out of purview of e- tendering and city engineers have been given power to pass bills up to Rs 4 lakh. Talking to media persons, Mayor Krishna Gaur said, ” Many developmental projects have not taken shape and are confined to papers. The Corporators whether of the Congress or the BJP have to run from pillar to post to get developmental projects passed by the authorities concerned.

So now city engineers will clear proposals up to Rs 4 lakh and there will be e- tendering only if the work is of above Rs 10 lakh.”
