CM writes to Centre; wants Rs 1,900 cr for farmers’ relief

BHOPAL : Chief Minister Shivraj Singh Chauhan has urged the Central Government to immediately send a Central team to assess loss to crops due to deficient rainfall and provide an assistance of Rs. 1,900 crore to affected farmers. The CM wrote letters to Union Finance Minister Arun Jaitley and Union Home Minister Rajnath Singh apprising them of the loss to the crops.

Chauhan informed that survey has been started on a large-scale to assess crop loss and provide relief to the affected farmers. The survey would be completed soon. A detailed memorandum based on actual assessment urging for additional assistance will be sent to Centre soon.

Chauhan said that the state is being hit by natural calamities like excessive rains, floods, frost etc. for last three-four years. Along with loss of life and property, crops of state’s farmers have also been affected on large scale.

He said that 114 out of 369 Tehsils have been declared drought-affected and the number may grow.

As per preliminary estimates, crops of 27.93 lakh farmers spreading over 2600 lakh hectares in about 23000 villages have suffered widespread loss due to drought and caterpillars, yellow beetle, mosaic disease etc.

Chief Minister Shivraj Singh Chauhan has urged the Central Government that State Finance Corporation, which is earning profit and making regular payments, should be given 90 per cent refinance as before. Besides, investment limit of bonds issued by the corporation should also be increased. The Chief Minister has written a letter in this regard to Union Finance Minister Arun Jaitley. He said that State Finance Corporation was set up by the state government and Small Industries Development Bank of India (SIDBI) to finance small and medium industries. Since then SIDBI has been providing 90 percent refinance of loans given by the corporation. However, SIDBI decided in the year 2010 that refinancing of all finance corporations will be gradually reduced and completely stopped by 2017.

The corporation is earning profit and paying income tax regularly. It has got Credit Rating A and repayment of all loans by it is time-bound and regular. Therefore, it would be proper to direct SIDBI that refinancing of finance corporations should continue.
