Bhopal: The creation of several power centres in transfers of IPS officers and officers of state police services (SPS) is causing confusion amongst the stakeholders. The transfer orders of police officers are witnessing frequent changes, cancellations and amendments.
Lack of coordination between politicians and key officers of the police department has marred the whole process. One round of transfers of police officers were done during the tenure of ex-Director General of Police (DGP) Rishi Shukla, when Congress came to power in the state. But with VK Singh becoming DGP, he wants to have his way in postings of several officers.
Sources claim officers are also approaching Pragya Richa Shrivastava, who is officer-on-special duty to Chief Minister Kamal Nath, for changes in transfer. Another OSD to CM, Praveen Kakkar is also getting recommendations for transfers although he is avoiding the situation, claimed sources.
Ex-CM Digvijaya Singh has become the biggest power centre. Sources claim that most of the transfers are changed on the recommendations of Singh. Police officers may be seen running from pillar to post for transfers. Several superintendents of police (SPs) and other officers are devoting time in appeasing Congress MLAs.
Nath is also under pressure of ministers and MLAs following Lok Sabha polls. This pressure is leading to quagmire of transfers. Transfer order of additional superintendent of police (ASP), Ashok Nagar, Sunil Kumar Shivhare was cancelled on Wednesday.
The transfer of ASP, traffic, Bhopal , Arvind Dubey to Hoshangabad has been cancelled and he has been appointed ASP, Bhopal. The transfer of Rekha Singh, AIG, as ASP, Ashok Nagar has been cancelled and has been posted as ASP, Umaria. The transfer orders of three DSPs were also cancelled.
Politicians, officers irked
The changes in transfer orders of IPS officers have irked the politicians and officers concerned. Anant Kumar Singh, who was removed from Inspector general of police, Jabalpur on January 2 has gone on leave. Kalyan Chakravarti, who was transferred as SP, Datia on February 8, has been stopped to join.
MP Jyotiraditya Scindia is angry over transfer of Rajababu Singh as IG, Gwalior. Chatarpur MLA, Vikram Singh got SP Vinit Khanna transferred on January 3 but MLA Alok Chaturvedi got his transfer cancelled only after a day. Khanna was removed again on January 11. The whole episode has made several Congress leaders in the district annoyed. Ajay Sharma, who was removed from ADGP, Indore, was not given posting for several days.
Tandon, Madhubabu, Gupta, Rana transferred twice
The state government is not able to decide postings of officers in one go. V.Madhukumar , ADG, EOW was posted at Narcotics, Indore but his transfer order was amended in one day and he was posted as ADG, Lokayukta. Ravi Kumar Gupta was posted in place of Madhukumar but his transfer order was amended in few days.
Rajiv Tandon, ADG, Intelligence was posted as ADG, Rail but he was transferred to CID in few days. Sanjay Rana, special DG, Police Housing Corporation was posted in Intelligence but he was recently posted in training section. Police officers namely Chanchal Shekhar, Ruchivardhan Mishra and Dharmendra Chaudhary were transferred on Congress coming to power but later they were given important positions.
