Bhopal: Re-densification projects get caught in red tape

BHOPAL : No matter what CM Shivraj Singh Chouhan might claim, the bureaucracy in the state is not ready to give up its chronic habit of putting hurdles in the path of development projects. At a recent meeting, the bureaucrats were instrumental in getting most of the re-densification projects pertaining to different cities rejected.
At the meeting chaired by the chief secretary, 15 of the 17 projects were rejected by the PWD and finance departments by raising different objections. The proposals were put up by the department of urban development and environment. Pramod Agarwal, PS, Public Works and Aniruddh Mukherjee, secretary of finance department got these projects rejected on one ground or the other.
During discussion on some proposals, Agarwal blatantly said if his department did not make land available, how the project would be implemented. Chief secretary BP Singh kept mum even as the officers rejected one proposal after another. These rejections would mean that many development projects across the state would not take off.
The proposals pertained to Ratlam, Betul, Juabua, Gwalior, Mandsaur, Jabalpur, Dewas and other cities. On the proposed construction of jail in Dewas, Agarwal said that the jail manual is categorical that only PWD can build jails then how can the work be entrusted to the police housing corporation. The representative of the jail department argued that a proposal to get jails constructed from agencies other than the PWD was under consideration but the argument was brushed aside.
The proposal regarding construction of a new building for the district hospital at Ratlam was rejected on the ground that when a medical college was planned for the town, where was the need for a district hospital. The meeting was told that the district and medical college hospitals have different roles but still the proposal was consigned to the dustbin.
The proposed construction of a business centre at Gwalior and a building of Co-operative bank at Neemuch were also turned down on various grounds.
