BHOPAL: A show-cause notice is likely to be served on Deepali Rastogi, commissioner, tribal development for writing an article in a national English daily ridiculing PM Narendra Modi’s much-touted Open Defecation Free (ODF) campaign. The personnel department may seek an explanation from Rastogi.
Rastogi, in her article, has described ODF campaign as a symbol of imperialism and a British concept. He said the British concept of toilet was very different from that of the Indians. “The ‘goras’ told us that it is dirty to defecate in the open and we accepted it,” she wrote.
Rastogi also said scorching sun turned the human excreta lying in the open into manure. She also asked when people did not even have enough water to drink, where from would they arrange water for their toilets!
Rule 7 of the All India Services (Conduct) Rules, 1968 reads, “No member of the Service shall, in any radio broadcast or communication over any public media or in any document…or in any communication to the press or in any public utterance, make any statement of fact or opinion which has the effect of an adverse criticism of any current or recent policy or action of the Central Government or a State Government”
