Bhopal: Contractor’s hurry to meet deadline may have led to roof collapse

BHOPAL: The contractor’s hurry to meet the deadline of June 2017 for completion of the sports complex, seems to be the main cause behind the roof collapse of the under-construction badminton hall in Central Academy for Police Training (CAPT), Kanha Saiya, under Bikhiria police station on Thursday.

Twenty-eight days should be the gap from dates of casting (construction) but date of casting is March 1, 2017 and new construction started on March 7,2017.  Second, according to the Samrat Ashok Technological Institute (SATI), Vidisha engineers, Central Public Works Department (CPWD) use excess iron material, which is definitely ‘unnecessary’ and increase the load.

Project Central Academy for Police Training (CAPT), Kanha Saiya, started from September, 2014 and it was to be completed by June 2017. One was killed and 16 labourers injured after beams and roof of the under-construction hall of the sports complex collapsed on Central Academy for Police Training (CAPT) campus on Thursday night.

In August 2012, the Centre had approved the setting up of a central academy in Bhopal for Rs 492 crore. A total outlay of Rs 492 crore was provided under the 12th Plan for CAPT. Earlier, samples of construction material and iron were collected on Friday from the site for chemical analyses in laboratory. Delhi-based BCC Developers and Promoters Private   Limited is assigned the construction work. Director Ankur Bansal could not be contacted.

A team of professors of Samrat Ashok Technological Institute (SATI), Vidisha, have collected the samples for chemical analysis. The team will file the report latest by March 20 to Central Public Works Department (CPWD) and CAPT which have authorised SATI to monitor the ongoing construction. The team is led by Pramod Sharma. Other members are Deepak Sharma, NP Gwale, and Ankesh Srivastava.

SATI’s Pramod Sharma said, “As roof collapsed from height of third floor (10 metres) as it was badminton hall, and so it is all fragile. Strength of construction material can not be judged and measured. Only thing is now ratio and proportion of ingredients of construction material which will be analysed in the laboratory.”

CPWD assistant (site) engineer RS Sharma, who is site engineer said, “I had stopped the construction work at 5 pm. But contractor who was in hurry, started construction in night. Deadline is June 2017. Project started from September 2014. Date of casting is March 1 and new construction for invertible beams started on March 7 while there must be gap of 28 days from date of casting and new construction.”
