Bhopal: Congress manifesto or a compilation of Shivraj’s bouquet of schemes

The Congress manifesto released on Saturday seems to be a compilation of several schemes run by Shivraj led BJP government.  Interestingly, several promises made Shivraj Singh Chouhan during his jan ashirwad yatra too have been included in the manifesto.

In a clever move by Shivraj just before announcement of assembly polls, he introduced sambal scheme that covered more than half the population of the state cutting across community and caste lines.  Congress much hyped-claim in manifesto that electricity bill to be slashed half for farmers was covered by Shivraj government. Most of the families are paying Rs 200 per month for electricity.

CM Chouhan had also promoted what Congress calls avas ka adhikar (Right to a House) in which people without a house would be given Rs 2.5 lakh and 450 square feet plot to build house.  Congress promise to provide loan on subsidised rates to unemployed youth can be termed as renaming of Mukhyamantri Yuva Udyami Yojana.

Congress has also promised Vikram Awardee and international players a government job or Rs 15000 per month if not given a job. BJP government has already made provisions for this barring Rs 15000 per month clause.  Current dispensation is also sponsoring marriages as Mukhyamantri Kanyadan yojana that Congress has now promised in its manifesto.

Change in mineral policy that gives preference to local committees in sand mining too has been notified by Shivraj government. It has also approved 7th pay commission for government employees but Congress has mentioned it in its manifesto.

Narmada river preservation committee, irrigation schemes, reconstruction of religious structures destroyed during Narmada projects mentioned in manifesto are already being carried out by Shivraj government.  Points made on animal husbandry, veterinary doctors home service, loan for animals, services of gau-sewaks too are being implemented by current dispensation.

Mayor EXPRESS running in Bhopal for unemployed youth has been renamed by Congress as chalit gharelu yantriki sewa. Further several skill development programmes have been mentioned to attract youth that are already in place.  Congress’s promises for playgrounds at village, block and district level too are Chouhan’s priority.

Things promised in school education like reintroducing class 8th board exams, school buildings, computer etc and introducing e-library in higher education have already seen light of the day in Shivraj regime.  Other schemes on rainwater harvesting, paid senior citizens home, schemes for specially-abled, conservation of tribal arts, language and tradition, all schemes same for SC/ST welfare bear resemblance with the schemes run by current dispensation.

Shivraj has implemented his promise to provide patta to jhuggi and slum dwellers finds place in Congress manifesto.  Loan schemes like Sardar Patel Kisan Putra Yojana are similar to one introduced by Shivraj. For farmers mera khet mera talab promised by Congress is like Balram Talab yojana of BJP government.

BJP state president, Rakesh Singh has also criticised the manifesto and said that most of the schemes run by BJP government have been included in Congress manifesto.  Some tall promises have been made in their manifesto as they know they would not be able to form the government.

Several other points that Shivraj government had announced but has not implemented yet, have also been incorporated in the manifesto, it includes live telecast of vidhan sabha proceedings. CM Chouhan had been speaking of special agriculture zone, promoting organic farming, establishing food processing parks, tele-medicine for rural areas etc in his jan sabhas. They too have been promised by the Congress. Jan jawabdeh kanoon is considered a rename of Lok Sewa Guarantee Act.
