Mumbai, April 4:<\/strong> The Nehru Nagar police have registered a case against a contractor after a 32-year-old carpenter died in a tragic accident at an under-construction building in Kurla East. <\/p>

The deceased, Raju Suresh Bharti, was killed after a heavy iron centering plate fell on his head at the Raghav Parijat project being developed by Raghav Builders in Nehru Nagar.<\/p>

Iron plate falls from 10th floor<\/strong><\/p>

According to the FIR, the incident occurred on October 18, 2025, at around 8:30 am, when Bharti was working on the ground level of the building. A heavy iron centering plate fixed on the 10th floor suddenly came loose and fell, striking him on the head and causing severe injuries. His co-workers rushed him to Rajawadi Hospital in Ghatkopar, where doctors declared him dead on arrival.<\/p>

Complaint leads to case against contractor<\/strong><\/p>

Following the incident, Bharti\u2019s relative, Jayaram Bharti, reached the hospital, while Nehru Nagar police registered an accidental death report and sent the body for post-mortem. <\/p>

The report confirmed that Bharti died due to a severe head injury. His last rites were performed at his native village in Kushinagar district of Uttar Pradesh.<\/p>

Based on a complaint filed by his wife, Sandhyadevi Bharti, the police have now booked contractor Dilip Krishna Vishwas, 40, under relevant sections of the Bharatiya Nyaya Sanhita (BNS) Act.<\/p>

Negligence alleged over lack of safety measures<\/strong><\/p>

The contractor has been accused of negligence for failing to install safety nets at the construction site and not providing Bharti with a safety helmet. Due to these lapses, the falling iron plate struck Bharti, leading to fatal injuries and excessive bleeding.<\/p>

Mumbai, April: <\/strong>The special NIA court has denied bail to Seemab Kazi, a key accused in the Pune Islamic State of Iraq and Syria (ISIS) module busted in 2023. <\/p>

The court observed that no ordinary innocent person would use three different numbers or encrypted communication through a Virtual Private Network (VPN) to speak with friends.<\/p>

Defence argues lack of incriminating evidence<\/strong><\/p>

Kazi, a senior programmatic executive with a US-based firm in Pune, was arrested in July 2023 for allegedly being part of a group linked to the ISIS module. Seeking bail, his lawyer, advocate Hasnain S Kazi, argued that no incriminating material, arms or explosives were recovered from him. <\/p>

Kazi claimed he had purchased a thermometer, pipette pipe and pipette bulb for an online perfume business. It was further contended that he had nothing to do with the preparation of explosives, as alleged by the NIA. <\/p>

The defence argued that mere phone calls and acquaintance between the accused inter se is not incriminating per se, and pre-trial incarceration cannot be justified.<\/p>

NIA opposes plea citing ideological links<\/strong><\/p>

The plea was opposed by NIA prosecutor Sunil Gonsalves, who contended that Kazi is a member of ISIS and was propagating its ideology under the garb of literature and religious lectures at the house of another accused, Abdul Kadir.<\/p>

Court cites material and communication patterns<\/strong><\/p>

After recording submissions, the court noted, \u201cSeemab has not pleaded that he manufactures perfumes, but he only sells and purchases perfumes online in the name and style K Goods Online Trading. It is not even his case that he produces or manufactures perfumes, which would require materials like a thermometer and pipette.\u201d<\/p>

The court further said the material found from the house of the accused was, prima facie, hate articles used for spreading Jihadi ideology. The court remarked, \u201cNo innocent or peace-loving citizen would possess and spread such radical literature.\u201d<\/p>

Mumbai, April:<\/strong> Real estate developers have sought key changes to the premium deferment policy applicable to payments made to civic bodies and the state government, calling for a more flexible and long-term framework to ease financial stress during project execution.<\/p>

At a recent discussion with stakeholders, developers flagged concerns over the current policy, which is revised every three years. They have proposed that the policy be made permanent to ensure continuity and avoid disruptions in project planning.<\/p>

Demand for permanent policy and lower interest rates<\/strong><\/p>

As per the CREDAI-MCHI, a real estate apex body association, the current policy is valid for a period of three years and is further revalidated for the next three years. <\/p>

It was pointed out that instead of providing validity for a period of three years, the policy should be made permanent, so that the process of revision and the delay in the process of revision shall be avoided and the policy shall continue without any break.<\/p>

Also among the demands is a reduction in the interest rate on deferred premium payments to 8%, with a linkage to benchmark lending rates such as the SBI Prime Lending Rate or MCLR. <\/p>

Developers also suggested adopting a 10:10:80 payment structure, which would significantly reduce the upfront financial burden during the early stages of a project.<\/p>

Liquidity challenges and funding constraints<\/strong><\/p>

Industry representatives pointed out that raising large sums at the initial stage remains a challenge, especially as banks and NBFCs are reluctant to fund premium payments. As a result, developers often face liquidity constraints before project cash flows stabilise.<\/p>

Jitendra Mehta, Senior Vice President of CREDAI-MCHI, said the move is long overdue, noting that instalment-based premium payments are already allowed in other jurisdictions. <\/p>

\u201cExcept BMC, in other areas where UDCR is applicable, premium payments in instalments are permitted. In MMR, it follows a 20:80 structure, and even SRA offers similar flexibility, but this is not available in BMC despite significantly higher premiums,\u201d he said.<\/p>

Concerns over upfront payment burden<\/strong><\/p>

He added that front-loading payments makes project execution difficult. \u201cArranging funds at the initial stage is extremely challenging. Allowing instalments ensures the government also has certainty of revenue over the project lifecycle,\u201d Mehta said.<\/p>

He further pointed out that housing prices have remained largely stable since 2019, leaving limited room for developers to absorb rising costs. <\/p>

\u201cIf developers are forced to borrow at high interest rates to meet upfront premiums, it will eventually increase housing costs for buyers. Instalment options will help avoid passing on this burden,\u201d he said.<\/p>

Industry backs staggered payment model<\/strong><\/p>

In redevelopment projects, funding is typically arranged by mortgaging the land parcel after obtaining a no-objection certificate from the housing society, or by mortgaging saleable flats, or both, he added.<\/p>

Anand Gupta, Chairperson of the Housing and RERA Committee of the Builders Association of India, said that a significant portion of government revenue comes from premium payments. <\/p>

\u201cNearly 50 per cent of the authority\u2019s revenue is derived from premiums. Allowing instalment facilities will provide much-needed support to the sector while ensuring steady revenue flow for the government,\u201d he said.<\/p>

He emphasised that generating cash flow at the initial stage of a project remains a major hurdle. \u201cPumping in large amounts upfront is difficult. A staggered payment mechanism will ease liquidity pressure and help maintain project momentum,\u201d Gupta added.<\/p>

Mumbai, April 4:<\/strong> The National Company Law Tribunal (NCLT), Mumbai Bench, has ordered the liquidation of Viztar International Private Limited after multiple attempts to revive the debt-ridden company failed to attract any viable resolution plan.<\/p>

In an order passed, it allowed an application filed by Resolution Professional Kshitiz Gupta under Section 33 of the Insolvency and Bankruptcy Code (IBC), directing that the company be liquidated in accordance with law.<\/p>

Company faced liabilities of Rs 7.87 crore<\/strong><\/p>

Viztar International, a Mumbai-based private limited company engaged in trading and allied commercial activities, had slipped into financial distress with admitted liabilities of around Rs 7.87 crore, including financial debt and statutory dues. The insolvency proceedings were initiated on February 20, 2025, following a plea by its sole financial creditor, Sahil Deepak Surve.<\/p>

No resolution plan leads to liquidation order<\/strong><\/p>

Accepting the CoC\u2019s decision, the NCLT observed that in the absence of a resolution plan, it was statutorily bound to order liquidation under the IBC.<\/p>

\u201cThe Authority is left with no other option except to pass an order for liquidation\u2026 considering the fact there is no resolution plan,\u201d the bench noted.<\/p>

The tribunal appointed insolvency professional Sanjay Vijay Jeswani as the liquidator to conduct the liquidation proceedings. Mumbai:<\/strong> In the recent past, development has become equal to destruction, displacement and disaster. Earlier the governments put efforts to find a balance between economy and ecology, which is missing now, said renowned environment activist Rajendra Singh. Speaking at the Darryl D\u2019Monte memorial lecture in Mumbai Marathi Patrakar Sangh on Saturday, Singh, who recently came into the limelight for the Save Aravali Hills movement, said that only mass public movement, similar to the Aravali hills, can save the mangroves and rivers of Mumbai.<\/p>

Mass Movement Needed<\/strong><\/p>

\u201cThere is no point in trusting the courts and government, as the government now thinks it is supreme and the courts are part of the government,\u201d Singh said.<\/p>

Singh, who is also known as the water man of India, said, \u201cIf we want destruction and disaster free Mumbai, we need a special plan and design to rejuvenate the rivers and save mangroves.\u201d<\/p>

\u201cThere needs to be a mass movement, getting people together. The movement to rejuvenate Mithi river which started in 2012 has slowed down in Mumbai.
