The Backward Classes Commission, headed by Kaka Kalelkar, has submitted its report to the Government.  According to unofficial reports, the Commission has proposed a comprehensive scheme for the amelioration of the conditions of these unfortunate people.The suggested programme is expected to cost nearly 29 crores of rupees.

It provides for an extensive educational campaign, a large-scale housing project and the teaching of rural handicraft which will augment the income of these Backward Classes.The importance of carrying out this programme cannot be over-emphasised, in spite of the limited resources at the disposal of the national exchequer. It is to be viewed from free India’s objectives of national equality and solidarity and the abolition of all distinctions of class and caste. The existence of the so-called “backward classes” in our social fabric is the legacy of outdated customs and prejudices which must disappear altogether in the new society we are trying to build. 

Under the Constitution of the Republic, every Indian enjoys equal status, equal rights, privileges and responsibilities.It is the duty of the Government, and of every citizen of the Republic, to give practical effect to this vital Constitutional provision. It is the task of the government and the various social welfare agencies to uplift these unfortunate people.But the task is none too easy, even with the funds sought by the Backward Classes Commission.

It is the approach to the task that is extremely important.  And it needs the right type of social workers and a well-knit organisation.What is required is that the “backward classes” must be met on equal terms, so that those who go to their aid will win their affection and confidence.  It is only through a process of mutual trust and understanding that we can stabilise the unity of India.
