Gram Sabhas to pass resolution on farmers’ loan waiver issue

Mumbai : The Gram Sabhas of all gram panchayats (GPs) in Maharashtra will pass a resolution to waive the loans of farmers on May 1.

The Gram Sabha is the highest body of the villages in which all citizens have the right to vote on any issue, either to accept or strike down any policy. Moreover, the state government is bound to follow the decision of any Gram Sabha. During the late Rajiv Gandhi’s tenure as Prime Minister, an amendment to the 73rd clause of the Indian Constitution was passed to give the power to the Gram Sabhas.


Meanwhile, the leader of opposition, Radhakrishna Vikhe-Patil, criticised the recommendations made by the finance secretary to impose tax on agriculture income. The Congress has informed all GPs to pass the resolution on Maharashtra day, May 1 to pass the resolution of waiving the farmers’ loan. Each GP has the mandate to hold at least three Gram Sabhas in a year. On May 1 every GP holds Gram Sabhas and that is why it is important to pass this resolution on Monday.

Vikhe-Patil said, “If all gram panchayats pass this resolution in the gram sabhas then the state will be forced to announce the loan waiver scheme for our farmers.” He further said that it is the strategy of the opposition to create pressure on the government to force it to take the decision. “The Gram Sabhas will also pass a resolution to get a market-based price for their farm produce. These decisions will be bind on state government and they can not just ignore it,” said Vikhe-Patil.

Meanwhile, while taking on Arvind Subramaniam, chief financial advisor for his recommendation to apply tax on income from agriculture produce, Vikhe-Patil said that it is the step of the Bharatiya Janata Party led government to end farmers category. “The BJP government at the centre and state have denied waive the loans of our farmers who are reeling under crisis. They have been denied the right to procure tur dal as the government failed to announce timely relief and now the government is trying kill the farmers of Maharashtra,” said Vikhe-Patil. He threatened that Congress will not allow the BJP government to work against farmers’ welfare.
