Indore: Arrest decision makers, not implementers

Indore: The CBSE guideline issued to all its affiliated schools on safety of school children travelling in school buses, following the Supreme Court directives, categorically states that the management and the head of the school will be responsible for any lapses as far as the safety guideline is concerned.

Indore police has so far taken action only against the Delhi Public School principal and the school transport officer. The management top guns are still off the hook even as school principal Sudarshan Sonar is behind bars till February 22.

Even as a section of parents have sought action against management top guns, Madhya Pradesh College Principal Forum secretary Dr Mangal Mishra is of the opinion that private school principals do not have any financial powers. A principal is a salaried employee whose task is to manage the academic section of the institution. The transport section is handled by the management and the institution head.

He condemned the arrest of DPS principal in connection with the DPS school bus accident in which four students were killed and several injured.
Forum chairman D P Mishra said that anyone who is in charge of the financial matters of an institution or anyone who signs on bank cheques, etc is technically the head of the institution and is responsible for all non-academic matters. He said the arrest should be of decision makers and not of decision followers and hence arrest of DPS principal was not justified.

Non Government College Principal Association chairman Vishwas Vyas and Sanskrit College principal Suresh Silawat condemned the arrest of the DPS principal. They were of the opinion that a private school principal does not have the authority to take big decisions hence action against him is beyond comprehension.

Investigation officer city superintendent of police (CSP) Jayant Rathore told Free Press that action against the DPS principal under Section 188 of IPC was taken for violation of the guidelines issued by CBSE and guidelines issued by the district collector. However, he could not produce a copy of either of the guidelines.

He was of the opinion that in his capacity as principal of the school, Sonar is also the head of the school and hence action has been taken against him. Asked about the management’s role, the police said that investigation is on and if anyone else is found responsible then action would be taken.
