Bundelkhand mitigation package – CTE detects misuse of Rs 65.24 lakh in Chhatarpur dist

BHOPAL : The horticulture department listed those people in the pump distribution list, who were never given the micro irrigation sprinkler and the drip set. The chief technical examiner (CTE) has found misuse of Rs 65.24 lakh in just one district, under the Bundelkhand mitigation package, in their report.

On the instructions of High Court Jabalpur, the CTE had conducted the inquiry. A complaint to this regard was filed by Pawan Ghuwara.

The CTE had completed investigation of only one district, Chhatarpur, the CTE had found that under the micro irrigation scheme, 1059 farmers were claimed to be given the benefits by the department. The verification was done in two phases.


Out of 339 beneficiaries 101 farmers had got incomplete equipments, but on papers it was claimed that they had been facilitated with full sets. 40 farmers were not given any benefits of the scheme, but on papers they have got the pump sets.

The CTE found that in the scam, the beneficiary, dealer, verification officer and sanctioning officer are involved. They all together incurred financial loss to the government.

The collector has also conducted investigations and has found financial irregularity of Rs 65.24 lakh.

The CTE had also found that the assistant director of the department had not taken any action against the corrupt officials and also found that he was trying to save the accused in the case.

Pawan Ghuwara informed that the CTE had found irregularities in the procurement of the pipes, seed training and seed distributions.

He added that around Rs 5 crore were allocated to the horticulture department to facilitate the farmers of five districts under the programme.

“If in one district the scam of Rs 65.24 lakh is reported the total scam of Rs 3.30 crore must have happened in all five districts. Not only this, but the CTE had also conducted a sample survey of the schemes. If he had conducted the total investigation of the whole package, the amount may reach to new heights”. He claimed.

Whereas the report of rest of the districts, including Sagar, Damoh, Panna, Tikamgarh and Datia  is still awaited.
